Innovation Strategy Celebrates the Launch of MFEI for I/DD

Overland Park, KS — Innovation Strategy Group, LLC proudly joins the Kansas Department for Aging and Disability Services (KDADS) in announcing the successful launch of the Medicaid Functional Eligibility Instrument (MFEI) for the Intellectual and Developmental Disabilities (I/DD) waiver, effective July 1, 2025.

The statewide rollout of the MFEI marks a major milestone in Kansas’ Medicaid modernization efforts. Innovation Strategy Group served as the implementation partner to KDADS, providing technical guidance, policy support, and operational expertise to transition from the legacy BASIS tool to a modern, person-centered eligibility framework.

Advancing Functional Eligibility through Strategic Innovation

The MFEI I/DD tool introduces a more standardized and holistic approach to determining Medicaid eligibility for individuals with intellectual and developmental disabilities. Key enhancements include:

  • A unified assessment model aligned with national best practices
  • Offline access for field-based assessors
  • Improved data capture for program integrity and planning
  • Seamless integration with person-centered planning processes

Innovation Strategy Group supported KDADS in system configuration, assessor onboarding, stakeholder communication, offline tool deployment, and readiness coordination with Community Developmental Disability Organizations (CDDOs) statewide.

As of July 1, all new assessments for the I/DD waiver must be completed using the MFEI. Existing BASIS records remain viewable, but new entries are restricted to face-to-face visits that occurred before July 1.
